Purpose of award

a) The application to participate in this award must be originated by a munic/metro
b) The purpose of this award is to showcase inter alia excellence undertaken by AMEU municipal members as supported and assisted by AMEU Affiliates members and other third parties including consultants, contractors etc. in respect of projects whose value proposition is to support and/or enhance the business (including operations) of a munic/business




A list of the major or core/primary evaluation criteria has been provided. Such criteria should be utilised as a guide as to what is required as a minimum by the adjudicators when evaluating projects for award purposes Projects and associated evaluation criteria are ring fenced and applicable (in the main) to only the munic/metro electricity utility or department – NOT the entire munic/metro

Award adjudication selection criteria may include or consider (but not limited to) all or some of the following:

This criterion assesses the need and purpose of a project. It asks why the project was required

This criterion assesses the proposed project objectives and priorities. It relates to project need and purpose criterion

This criterion is used to examine the scope of work of the project

This criterion assesses whether the project has followed a VE procedure or not. VE is important to assess the overall project effectiveness

This criterion relates to the feasibility and other investment studies required during a project planning process

This criterion examines the issues and effects of a project on the economy

This criterion examines the issues and effects of a project on the environment. It mainly focuses on environmental protection

This criterion examines the issues and effects of a project on the wellbeing of the community

This criterion examines the general design principles to ensure a successful project. It must fulfil the functional requirements

This criterion examines the ‘guidelines to maintain adequate and safe operations over an extended period of time'

This criterion assesses the possibility of expansion and/or alteration of the proposed project

This criterion assesses the degree of innovation of the proposed project throughout its life cycle

This criterion assesses the level of risks and uncertainties and the associated risk mitigation involved of the proposed project

This criterion examines the contractual conditions and procurement model that the proposed project might take into consideration

This criterion assesses the level of good governance implementation

This criterion assesses the sources of funding provided for the proposed project

This criterion assesses the work force requirement of the proposed project

This criterion examines the resource handling and utilization. It is important since resource handling and utilization contribute to construction costs

How will the project improve the service delivery mandate?


NOTE: Only criteria considered applicable by the adjudicators to the type of project submitted will be utilised during the adjudication process i.e., it is NOT anticipated that all the listed criteria will be utilised for every project adjudicated because inter alia certain evaluation criteria may not apply to certain projects given their potential diversity. In this respect the AMEU Adjudicators/Judges decision will be considered final
