Transporter Permit Application 2025

Any person or company that transports mixed construction and demolition (C&D) debris originating from San Francisco jobsites must obtain a permit for each debris box, vehicle and/or vehicle towing a trailer that is used to collect and transport mixed C&D debris. This application must be completed and submitted to the San Francisco Environment Department (SFE) to obtain a permit(s) for the transport of mixed C&D debris.

What you'll need to complete this application form:
  • DMV registration cards for any vehicles that will be permitted.
  • For 7-day temporary permits only: the address and Department of Building Inspection (DBI) permit number for the project site you'll be hauling debris from. 

Application Process:
  1. Complete and submit this application form.
  2. Once SFE approves the submitted application, you will receive an approval email along with a copy of the approved application from DebrisRecovery@sfgov.org.
  3. San Francisco Public Works (SFPW) will email you the permit fee invoice to the email address entered in the application.
  4. Pay the permit fee online, by mail, or in-person at 49 South Van Ness Ave, Ste 300.
  5. SFPW will send you an email notification that the permit decals have been mailed to the address entered in the application.

Please note:

  1. Permits must be prominently displayed on a debris box or vehicle at all times that a debris box, vehicle, or trailer contains mixed C&D debris (i.e., during collection and transport).
  2. Roll-off trucks that load and unload debris boxes do not require the permits. Instead, permits must be obtained for the debris boxes.
  3. Trailers towed by a vehicle do not require permits. Instead, the vehicle towing the trailer must have a permit.


Debris Box Permits

There are two types of debris box permits that are available:
  • Annual Permits, which are valid from January 1 to December 31, 2025
  • 7-Day Temporary Permits, which are valid for a specified 7-day period

Additionally, please note:
  • C&D debris box permits can be transferred among debris boxes operated by the same transporter company but cannot be transferred between or among transporters.
  • A street space permit from San Francisco Public Works is required when placing a debris box in the public right of way.

The permit will only be valid for 7-days from the permit start date

  • Applicant seeks C&D debris box and/or C&D vehicle permits to transport mixed construction and demolition (C&D) debris originating within the City and County of San Francisco;
  • Applicant will not transport C&D debris directly to landfill except as expressly permitted by Environment Code Chapter 14 or other applicable laws;

  • Applicant will transport mixed C&D debris only to a processing facility registered by the Environment Department of the City and County of San Francisco;
  • Applicant will provide the registered processing facility information identifying the source of the construction and/or demolition debris (such as the site address) and/or the job/building permit number (if applicable) for each load of mixed C&D debris delivered;
  • Applicant will prominently display the C&D permit decal on the applicant’s debris box or vehicle at all times that the applicant’s debris box, vehicle, or trailer contains mixed C&D debris (i.e., during collection and transport).
  • Applicant is in compliance with all city, state and federal laws and regulations applicable to transport of mixed C&D debris, including but not limited to possession of valid licenses, permits, and insurance, and is in good standing with all other regulatory agencies;
  • Applicant has no outstanding notices of violation from any federal, state, or local agency that could affect permits, authorizations, or licenses required for continued lawful and safe operation of vehicles;
  • Applicant will maintain copies of all receipts provided by registered processing facilities and other business records that demonstrate compliance with Environment Code Chapter 14 for at least three years;
  • Applicant agrees to comply with the provisions of Environment Code Chapter 14, to provide documentation to support the information in this application upon request, and to allow the Environment Department to inspect records related to compliance with Environment Code Chapter 14 in order to verify the information in this application and other submitted reports or records;
  • Applicant agrees that all C&D debris boxes and vehicles will be handled, placed, parked, and operated in accordance with all applicable local, state, and federal laws, including motor carrier regulations, and in accordance with standard industry practices to ensure against leakage and unsafe loads;
  • Applicant will transport all C&D debris in a fully enclosed or covered container or vehicle to minimize any potential spillage or littering;
